i am putting my M back together, new radiator, new head, new hoses new thermostat, it seems a shame to not do a new belt, i assume the only way to get the belt off is to take the water pump off. if i take the water pump off i ought to go through it is there a rebuild kit available? do i just do the packing in the front? what should i be doing?

You can change the fan belt without removing the water pump. The water pump pulley has one half of the sheave that is threaded. You can remove a locknut and set screw from this pulley and then the pulley half can be unthreaded which will allow the belt to be removed.
You may have a hard time getting the pulley to turn on the threads. A good penetrating lubricant and a lot of patience may be necessary to get the pulley loose. When you get it loose, I always clean the threads and apply some type of anti-sieze. I may be the one to have to do this job the next time 20 years from now.
The job will be easier while you have the hood and radiator out of the way, so I advise you do it while you have them removed.

If the water pump doesn't currently leak then do not replace the packing, they can be hard to seal up after new packing is installed.
It's almost guaranteed to leak if you repack it because it won't seal properly. Best thin to do is to get a new one or leave the old one on.
